Upcoming SNAP changes to impact ABAWD households

Anticipated changes to the Supplemental Nutrition Assistance Program (SNAP) are due to take effect March 1st, impacting SNAP recipients who are considered Able-Bodied Adults Without Dependents (ABAWD).

The federal reconciliation act (H.R. 1) passed in July 2025 made significant changes to work requirements for ABAWD households. As of March 1st, individuals identified as ABAWD can receive SNAP benefits for a maximum of three months in a three-year period unless they meet certain work requirements. The law also expands the population subject to the ABAWD time limit to now include unhoused individuals, veterans, those aging out of foster care, caregivers of children aged 14-17 and individuals between the ages 55 to 64.



According to NYS Office of Temporary and Disability Assistance, under the new rules, a person is considered an ABAWD if they are:

-Aged 18 to 64
-Not living with a child under 14
-Able to work
